1. Am i correct to say that when prioritizing the COBIT processes or objectives, we will have to follow the design guide toolkit? As in is the prioritization of COBIT 2019 objectives and/or processes the same as the design the governance system?

Answer: There are two part of the question:
Part 1: yes, you should use the design tool, it will make your life easy. Otherwise decision would be intuitive, and if you are very good at intuitive decision making like steve jobs, you can choose 3/ 5 objective out 40 objectives.
Part 2: Governance system could be conceptual framework, periodization is the first step narrow your focus to where it matter most.
2. When does the question 'where are we?' gets responded to? does it get responded to by the designed governance system or what?
Answer: where are we now is a baseline question. When you get the priority list, then you can ask this question in terms of prioritize objectives, where is your organization right now. You can find it buy GAP analysis or other baseline assessment tool.
3. After the prioritization of the COBIT 2019 objectives and/or processes what should be the next steps? What process is followed to assign and/or to allocate owners to the prioritized processes?
Answer: this is depend on organization, you can start with no-1 priority item. Process can follow relevant standard mention for reach of objectives, or activity list as describe in COBIT 2019.
Assigning an owner is always a good practice.
4. Is there any assessment for the prioritized processes that need to be done? and what is the main purpose for this assessment?
Do you have process assessment framework that is normally used for assessing the prioritized COBIT 2019 processes.
After prioritization, you can assess, current state (where are we now), as an overall organization perspective. You can also assess process, (where are we now) based on relevant standards or CMMI.
5. How does the implementation roadmap plan for the prioritized COBIT 2019 objectives look like?
Answer: This is very detail question.
This should be should be based on Business case which indicate why we need it and what benefit we should get. What will happened if we do not do it, what alternative we have. And project plan how do we going to achieve it. What resources we need, what people capacity and capability is required.
6. and lastly if I am to train the BOARD and Executive on COBIT 2019 framework what topics should I cover? or how should i go about this session?
Answer:
Identify, how many objective your organization currently have,
Why you need narrow it down (if have data, how many objective achieve every year and what not)
Output of COBIT design tool (prioritize objective list), if provide the real input based on your organization or real demo of design tool.
